This would be the base header. The only difference between it and the normal header (ie, the one the wiki uses now) would be the removal of the <includeonly>{{Suggestionsnav}}</includeonly> as that would be the only difference between headers from year to year, and so that if any changes need to be made, they can be made to just the base header.
