A clan is a groups of players allied together for common goals. The skill "Clan Leadership" was observed on to have been added to the game on 23 May 2006 at 00:25. For a list of current unnofficial clans, see Category:Clans.
A player can select from a menu of available clans by editing their profile.
If you would like to create a clan that is not very similar to an existing clan, follow the instructions on the Requests for Information page. Any questions you have should be left on that page. If you wish to inform other players about your clan, the best way is probably to create a wiki page for it and to post on the unofficial Clan List thread on the unofficial forums.
