The Kamikui is a mysterious hair-eating spirit from Japanese mythology. The word "Kami" actually means "hair". Other than that, there is little else I know about it... There seems to be little (if anything) in English that talks about its origins or whatever folktale it comes from.

Currently Kamikui is on the island of Shartak... Used to hunt people at random, but has now formed the The Divine Hand in an attempt to do something constructive. And to offer work for any PKers that wish to go clean but their shady repuation won't allow them to do anything else... like sell marmalade.
