The Black Hand serves and protects the Kingdom of Skulls territory and its natives from outsider aggression. Within the boundaries of the Kingdom of Skulls it is forbidden for an outsider to attack a native. Outsiders who break our sacred laws are to be black listed and hunted to extinction.
