Under the first law and command of Randall Flagg, enforcer of Derby and bane of the natives, The 1st Native Relocation Act is hereby ordered to be followed in the Derby settlement.
This act controls the activity of natives within Derby. Natives are a dangerous group of people and need to be monitored. Any native seen in Derby will be dealt with, swiftly and justly. Any wishing to go through Derby will need to purchase a travel pass or be in the settlement for matters of Derby politics (including 1 shaman for the medical hut and 1 Native Foreign Advisor).

The new order is such
1. All natives in Derby itself will be killed without warning, not a single native will be exempt, except for the case of rule 3, 5, 6, and 7.
2 Every native outside of Derby will remain unharmed. Even if it is one square outside of Derby itself, they will not be struck.
3. Any native may purchase a travel pass (1 gold for each day) to be in Derby. This rule is to be applied to healers, shamans, traders, whatever. Any native found without a travel pass will be killed.
4. Natives with travel passes must stay within three safe areas in Derby. The trading hut, the ammo hut, and the medical hut.
5. 1 Foreign Diplomatic Native may stay within Derby without a travel pass. This native will remain unharmed and will deal with the natives entering Derby.
6. Natives may also enter Derby without a travel pass if it is on matters of local politics.
7. 1 Native shaman will be allowed in the medical hut without a travel pass. Any others will be killed.
