Archiving Suggestions

Buttercup, the discussion that was had and the policy that was settled upon was to create archive pages for the old and inactive suggestions, not create a new set each year (and the work required in supporting changes every year). User:Nosimplehiway had a discussion before starting anything, seeking input from the wiki community - and I think I'd be speaking for others when I say that we'd appreciate that for changes of this nature.
