This template is used to mark and categorize pages that are linked to from other sites. To use it, simply add {{linkedto|http://www.example.com/}} at the very end of a page (so categories more important than Category:Linked to from other sites will be listed first), where "http://www.example.com/" is the site (or list of sites) that links to the page.
